The Report Is Not the End. It Is the Beginning.
When a licensed structural engineer or architect completes a milestone inspection and delivers their report, that document contains findings. In South Florida's aging coastal building stock, those findings are rarely limited to a single condition or a single location. They are typically a catalog of deterioration conditions — some more serious than others, some requiring immediate attention, some that can be phased — that collectively define the scope of work required to bring the building into compliance and keep it there.
The report does not fix anything. It identifies what needs to be fixed, in what priority, and within what timeframe. The local building official who receives the report has the authority to establish repair timelines and to enforce them — including restricting occupancy if the structural conditions are serious enough to warrant it. The board or association that treats the report as a document to be filed and revisited at a later budget cycle is taking on legal exposure and, in serious cases, genuine safety risk that no board should be comfortable with.
Read the report carefully. Understand what the engineer is telling you. And engage a qualified contractor early — not to rush into repairs, but to understand the full scope, the realistic cost, and the sequencing that makes the most sense for your building and your residents.
What the Repairs Actually Involve

Failed expansion joints — joints that are no longer accommodating structural movement or preventing water infiltration — allow water to enter the building envelope at exactly the locations where it causes the most structural damage. Proper expansion joint replacement involves complete removal of the failed system, preparation of the joint faces, and installation of a new system engineered to the movement, exposure, and waterproofing requirements of the specific joint condition.
What Milestone Inspection Repairs Actually Cost
This is the question every board wants answered before they have engaged a contractor, and it is the one that is most difficult to answer honestly without the inspection report, the building, and a qualified assessment of what the findings actually require.
The range on milestone inspection repair projects in South Florida is genuinely wide — from projects that run into the hundreds of thousands of dollars for buildings with limited deterioration to projects that run into the millions for buildings with extensive structural conditions that have been developing for decades. That range is not a function of contractor pricing variability. When something goes wrong on a multi-subcontractor project, the conversation about who is responsible is one that no board wants to have.
Experience in South Florida's coastal environment specifically matters. The concrete restoration challenges in this market — the chloride exposure, the high water table, the UV intensity, the thermal cycling — are specific to this environment and require contractors who have worked extensively in it. Experience in other markets does not translate directly to competence in this one.
Ask to see completed milestone inspection projects — not project lists, but actual projects you can verify and reference. Ask about their post-tension repair capabilities and certifications specifically if your report identified post-tension concerns. Ask about their quality control process in the field — who is making the technical decisions on a daily basis and what qualifies them to make those decisions. Ask whether their price includes all of the removal and restoration work that the inspection findings require or whether it is based on assumptions about extent that may not hold up in the field.
And be appropriately skeptical of prices that are significantly below the range you are seeing from other qualified contractors. Concrete restoration done correctly costs what it costs. A price that is meaningfully lower than the market is almost always lower because something is being left out — whether that is the removal extent, the steel treatment, the repair material quality, or the labor experience that this work requires.
